Free Image to PDF
Image to PDF turns JPG, PNG, WebP, GIF, BMP and other pictures into a single PDF, one image per page. Put the images in order, rotate any that are sideways, then pick the page size (A3, A4, A5, US Letter, US Legal or fit to image), orientation, margins and compression. Lower the image resolution to shrink phone photos.

Frequently asked questions
How do I make the PDF smaller?
Keep JPEG compression, lower the quality a little, and set Image resolution to 150 or 300 DPI. Phone photos shrink a lot this way.
What does “Fit to image” do?
Each page takes the size and shape of its picture, so nothing is cropped and no white borders are added (apart from the margin you choose).
